State TEDPA Programs

Speech and Hearing Equipment Distribution Programs

November – 2017

Most states have at least a free telephone for speech and hearing disabilities. There are many models available depending on your need such as speaker phones, amplified phones, cordless, etc. Most also provide a TTY device where you can type in your messages and/or view incoming messages on a screen. Most do not provide ALDs for the speech impaired at this time. Many states also have income restrictions but don’t let that stop you from applying. The limits range anywhere from $22,000 to $70,000 a year and most use a sliding scale. There are some states that “might” provide an ALD even though they say they don’t. Basically they evaluate your requirements and in some cases may make an exception, but it’s a long shot.

A fairly new addition to the list is a WiFi enabled smart phone or tablet that is primarily used for texting or using a text to speech app but I have no other details regarding their function. It could mean a free phone for you that would serve as a text to speech backup if you need it. Check with your state for details.

Only 4 states and DC are listed as having no program. One or more could possibly have a program but I could not verify that information. There are other states with programs but I was unable to find out what they provide. Lots of answering machines, but no returned calls. Any updates or corrections you may be able to provide to this listing would be appreciated.

The tables below contain the best information available at this time on where to obtain free or discounted prices on equipment that you may require. Due to space limitations we are only providing the basic information that you may need; does your state have a program, what does it provide, contact information, and comments.

A good source of information on state programs can be found at the following:

Another source of information on the TEDPA programs is:
http://tedpa.org/resources/

They are primarily focused on hearing but it does give you the information on each state program. You will need to contact your state to see what is provided for loss of speech.

Please take a few minutes to check on your State’s listed information, and actually contact the office that handles the Program. Ask all your questions and you may be surprised to find out that they offer more options than are listed in the chart.

This morning I called the Arizona office in Phoenix to ask if they had switched to a “Voucher” system as listed on the chart. There is more to the story. I was told “this is treated as a case by case situation”.
An application must be filled out and signed by an SLP or ENT to start the process. The best news to my ear, is “this Program is based on NEED, not Financial/Income limits”.

If you need a “loaner” EL they usually have a variety of used and refurbished brands you can try out and use until you settle on the brand that works best for your needs, and you would like to eventually own one.
Then a “Voucher” is issued for that device brand and in 5 yrs. you own it. At that time you may then apply for another “Voucher” for a new EL; which means you may end up with a second EL, and if the first one is still in fair condition you have a back up.

The equipment the AZ Program offers include: a variety of EL’s, TTY, Speaker Phones, and SoniVox Plus amplifiers. When State Funding is given as an excuse for a State to not have a similar program, that does not wash because your monthly telephone bills include a fee of a few cents that is meant to fund such a program of equipment to assist all the disabilities (hearing, voice, vision, mobility and cognitive). Look for this item that looks like a “tax” or “fee” at the bottom of the charges. By contacting your State Equipment Program, and asking questions you raise the subject to a new level of interest with your inquiry. You may help more than you realize by taking these steps to get this matter included as a line item in next years State Budget. I’ve seen it happen.

BUZZZWEAR

I became a Lary in August 2003. Through trial and error, my wife and I designed a fabric stoma cover that is easy-care and lint- free. The neckband closes with hook-and-loop tape, and is adjustable from 13 1/2 to 18 inches. The covers are available in most of the basic colors: red, white, blue, black, green, gray, brown, beige, pink and so on, but our favorites are the Southwestern designs. We have patriotic prints and seasonal and military designs, too. These stoma covers are machine washable. Air-drying is best. They rarely need to be ironed. They do not stretch, shrink or pill. They look good for a long time. Visit our website or email us at whaler1980@gmail.com. “You’re A Survivor! Flaunt It!”

HORVATH STOMA COVERS AND TRACH BANDS

Made by WW member Nancy Horvath; Tel: 215-441-4577
She started making crocheted stoma covers after reading an article by Pat Sanders, even though she had never met a lary. She made them to give to hospitals and cancer centers and several years ago created a website so people could buy them if they wanted more. With the help of those who use them she has built up a collection of designs for crocheted and fabric stoma covers and trach bands but still likes to make a neckpiece exactly to someone’s wishes.

Webbies Workshop Items

A number of WebWhispers members have hobbies or do crafts, needlework, or woodworking, that result in products to sell. We have created this WW page called “Webbie Workshops” so any member can write about what they do and list their products and prices or have a link to their own web page so anyone can order direct. These listings are free to our members or to other crafters who make items especially for laryngectomees.

If you do not have a web site, you can use your regular email address or snail mail address for customer contact. All transactions must be directly between the buyer and seller with nothing going through or to WebWhispers, as we are only furnishing this space as a support service to our members to encourage them to be active in their hobbies, avocations, or small businesses.

Jewelry covers for the laryngectomee

Cloth Stoma Covers

Ever since I became a laryngectomee in 2003 I have been making beaded necklaces to cover the trach and stoma.   Some are in stock and others are made to order in specified color, width, length and style.  Most are made with glass beads  which are easy to breathe through and to keep clean.

I also do some now in wooden beads and  pearls and can do matching earrings and bracelets as well. I am always adding new beads, colors and designs to my collection.

Necklaces start at $15, earrings start at $4 and bracelets start at $5.  I also have Medic Alert bracelets of sterling silver and glass beads, starting at $13.

Trach bands and stoma covers by Nancy

I started making crocheted stoma covers over ten years ago, after reading an article by Pat Sanders, even though I had never seen a lary.  I made them to give to hospitals and cancer patients and several years ago created a website so people could buy them if they wanted more.  I have built up a collection of designs but still like to make a neck piece exactly to someone’s wishes.

Please check my website and see what you like, or take an idea from one and design your own for me to make.  In addition to fancy ones, I make a plain dickie that the men prefer, and simple neck bands designed for kids with stomas.

DEE WHISNANT

In July 2000 my husband had a laryngectomy, and as a result I met some awesome ladies who had had one, too… Ironic how life meets art sometimes! After all, I had been hand-beading jewelry for several years at that point.

My new gal pals were looking for a fashionable, cool, easy-to-wear stoma cover. So being the problem solver we ladies are, I made them hand-beaded chokers/stoma covers. My husband was my tester. He made sure he could breath through them, but for him I had to make stoma covers out of fabric, not beads. Something about men and beads! 🙂

Everyone that has worn my chokers/stoma covers say they are comfortable, durable, cool and very easy to breath through. They do not replace foam, but you can stick foam to necklace if you are sensitive to tape on foam. Chokers/stoma covers are very fashionable and can be worn everyday.

I will fit your choker/stoma cover to your neck size. I use sterling silver clasps and 2″ sterling silver chain, which makes the size adjustable. If you would like to custom design your choker/stoma cover, I will be happy to work with your design and your colors. You will have a custom piece that no one else has! Actually each piece is different, I could not make two exactly alike if I tried. We can design earrings and a bracelet to go with your choker/stoma cover!

Most designs are made with peyote stitch, using seed beads and size D nymo thread. They are very strong and durable. Most range in price from $30-$120. It takes 25-40 hours to bead one depending on the design and size.

Check out my eBay Store www.WHIZBEADZ.com where you can find chokers, stoma covers, and many other hand-beaded pieces of jewelry. If you do not see what you want email me at deesbeads@msn.com, or call me at 979-733-0279. I love typing and talking almost as much as I love beading!

Here are some examples of some of my hand-beaded favorite chokers/stoma covers.

Tricked Out Trachs

I have had a laryngectomy within the last year. I wanted something that would look a little more stylish, than the blue foam strap that came with my Trach. If you have any requests for other materials that you would like, I can make it for you and maybe add to the line. I would love to hear your feedback. Keep well and keep strong.
